Our pledge to "Keeping People Safe" in tackling VAWG, Domestic Abuse and Exploitation:
The States of Jersey Police has set out its Domestic Abuse Delivery Plan, reinforcing our commitment to addressing domestic abuse as one of our key policing priorities.
Victims
- We will provide a professional, approachable and respectful service at every interaction.
- We will listen to you and take your concerns seriously.
- We will give clear advice and help you access the right support.
- We will work closely with partner agencies to help keep you safe.
- We will use feedback from victims to strengthen and improve our service.
- We will actively encourage reporting from all parts of our community, including within our own workforce.
Children
- We will ensure the voice of the child is considered and will record their presence, views and experiences where appropriate.
- We will actively assess the risk to children at every domestic incident, whether they are physically present or not.
- We will work closely with partners and to safeguard children and reduce harm.
- We will accurately record all incidents involving parents or carers, recognising the broader impact on children.
Perpetrators
- We will take positive and proportionate enforcement action to address offending behaviour and protect victims.
- We will maximise the use of Body‑Worn Video to strengthen evidence led investigations and support prosecutions where victims are unable to engage.
- We will work with partners to identify, manage and disrupt those who pose the highest risk, including serial domestic abuse perpetrators.
- We will uphold the principles of the Employer’s Initiative on Domestic Abuse and ensure that domestic abuse is not tolerated within our organisation.
Culture
- We will attend all domestic abuse related calls and ensure our response is timely and effective.
- We will place the safeguarding of victims and children at the centre of our decision making.
- We will provide ongoing professional development for all staff involved in responding to and investigating domestic abuse.
- We will maintain strong leadership, oversight and governance to drive improvements and accountability in our domestic abuse response.
- We will develop and refine systems and processes to ensure officers and staff have the information they need, when they need it, to manage risk and progress investigations effectively.
A message from Superintendent Alison Fossey:
"The States of Jersey Police are committed to protecting victims of domestic abuse and sexual violence remains central to our purpose. We recognise the significant and lasting harm these offences cause, and we are focused on delivering a consistently high quality response that victims can trust.
We are strengthening our approach by embedding the principles of Operation Soteria and Operation Brightlight across our work. The Op Soteria pillars guide improvements in our investigative standards, victim engagement, offender focus, and organisational learning, while Op Brightlight reinforces early intervention, effective risk assessment, and strong partnership working. These national frameworks underpin our delivery plans and ensure our actions are grounded in proven best practice.
Our Domestic Abuse Delivery Plan brings this together into clear, accountable priorities. We remain committed to reducing harm, safeguarding those at risk, and bringing perpetrators to justice. By learning, adapting, and working closely with partners and our community, we will continue to improve the service we provide to victims of domestic and sexual abuse."
